build: disable terser license extraction and hard-pin webpack
- set terser extractComments: false in both mix configs to stop emitting *.LICENSE.txt
- remove generated LICENSE.txt asset files
- pin webpack to exact 5.99.9 with overrides so caret ranges cannot pull 5.100+ (SizeFormatHelpers removed there and breaks laravel-mix 6)

fix(news): resolve default title translation lazily
The MetaTagsManager service is built via DI before the controller loads
the "news" translation domain, so __('News') returned the untranslated
English default and leaked into the h1 on the news root page. Resolve the
fallback title lazily in toArray() once translations are available.

fix(system): silence benign cache and container warnings
- Use RaceSafeFilesystem in the file cache store: a cache file deleted
between the isFile() check and fopen() in sharedGet() (e.g. during cache
clearing) is an expected cache miss, not a loggable warning; read size
via fstat() from the open handle to avoid a second race with filesize().
- Respect the error suppression operator (@) and error_reporting() in
GlobalErrorHandler::handleError().
- Drop the inline description from the @deprecated tag of the legacy
UserFactory so Symfony ContainerBuilder stops logging a deprecation on
every non-cached container build.

Document the i18n pipeline (sources -> pot -> Crowdin -> po -> lng.php): .lng.php and .pot are generated and must never be edited by hand, only .po files are editable; includes translation function usage, domain setup in translate.xml.dist, and a checklist for adding strings.
docs: replace module refactoring guide with new-module agent guide
All legacy modules are refactored, so the step-by-step migration guide is obsolete. Durable rules moved to .agents/: module wiring (structure, autoload, DI, routes, templates) into new-module.md and the find*/get* repository naming convention into architecture.md.
